URGENT CALL TO ACTION
3 DEMANDS TO STATES “UNITING FOR PEACE” FOR PALESTINE AT THE UNITED NATIONS GENERAL ASSEMBLY

We call on the worldwide Protect Palestine community to urgently support 3 demands made to states now negotiating a "Uniting for Peace" resolution on Palestine at the United Nations, New York.

These negotiations are behind closed doors, shielded from public scrutiny. Let's make sure the demands are heard by ALL diplomats and politicians in the room by emailing every UN Mission at the UN in New York.

Our 3 demands to states are:

  1. Urgently Protect the Global Sumud Flotilla.

  2. Reject the Saudi-French “Stabilisation Proposal”.

  3. Establish and deploy an Armed Protection Force for Palestine.

If the United Nations and its Member States cannot or will not intervene to meet all 3 of these demands through the UNGA Uniting for Peace protocol then people will find — and are already building — solutions outside of this broken system.

We have prepared below a template email with details of all 3 demands that can be emailed to UN Missions of all states at the UN General Assembly in New York. If you agree with these demands, we urge people worldwide to use the template email and the list of email addresses below, to write to UN Missions in your own name now to ensure the demands are heard.

Subject: 3 Demands to States "Uniting for Peace" for Palestine

Your Excellencies,

We are compelled to issue this urgent communication ahead of the inevitable upcoming Uniting for Peace resolution on Palestine.

For 23 consecutive months, Israel has carried out an unrelenting campaign of genocide against Palestinians, particularly in Gaza — with full impunity and in flagrant violation of international law. The targeted starvation, systematic destruction, mass displacement, and indiscriminate killing of civilians have unfolded in real time, witnessed by the entire world.

All judicial and diplomatic means of trying to stop the genocide have failed to stop the ongoing extermination:

  • The legally binding orders of the International Court of Justice have been ignored.

  • The arrest warrants issued by the International Criminal Court remain unenforced.

  • Israel has willfully ignored all United Nations resolutions calling for it to stop its massacres.

It is now obvious to people worldwide that an armed protective force is the only way forward, to stop Israel’s ongoing extermination of Palestinians and to comply with states’ legal obligation to prevent genocide, as required by the Genocide Convention.

We are aware that negotiations are already taking place at the United Nations in New York on a draft resolution behind closed doors and shielded from public view. We therefore write to your UN Mission to issue 3 demands to states for the UNGA Uniting for Peace resolution:

I. PROTECT THE GLOBAL SUMUD FLOTILLA

While states worldwide have remain paralysed in the face of Israel’s genocide, civilians from every continent have mobilised to break the inhumane and illegal siege on Gaza. Despite open threats of arrests and piracy in international waters by Israeli politicians and military, the Global Sumud Flotilla — carrying essential aid and thousands of brave civilians from all over the world — is en route to Gaza now.

Given Israel’s pattern of violent obstruction of previous civilian attempts and its announced intent to prevent the survival of the Palestinian people, we demand that states immediately deploy military naval vessels to escort and protect the Flotilla and ensure its mission succeeds in breaking the siege.

Any attempt by Israel to attack or intercept the flotilla must be treated as an act of international piracy and aggression. Silence or passivity in the face of such an attack will be seen as state complicity in Israel’s extermination of Palestinians and criminal violence against citizens of states worldwide on board the convoy, who are themselves trying to fulfil the moral and legal obligation to stop genocide.

II. REJECT THE SAUDI-FRENCH "STABILISATION" PROPOSAL

We are aware of efforts led by France and Saudi Arabia to build support for a so-called “stabilisation force” for Palestine. We reject this proposal outright.

This initiative is nothing more than a desperate attempt to contain public outrage and will entrench the conditions that brought about the genocide in the first place—namely, Israel’s illegal occupation, settler colonialism and apartheid of Palestinians. Stabilising the illegal status quo is not peacekeeping, it is collaboration.

We also categorically reject any demand for the Palestinian armed resistance to disarm. Palestinians possess an inalienable right to resist illegal military occupation, settler-colonialism, and apartheid — including through armed resistance, as affirmed under international law. Any state voting for such a request will be viewed upon as a collaborator in Israel’s ongoing extermination of Palestinians.

III. A POSITIVE PATH FORWARD - ARMED PROTECTIVE FORCE

We have heard Colombian President Gustavo Pedro, who proudly stands in solidarity with the Palestinian people not only in words but in action, call upon states to establish an armed protective force for Palestine.

We endorse this initiative and call upon all other states of the Hague Group for Palestine, including Bolivia, Cuba, Honduras Malaysia, Namibia, Senegal and South Africa, and all other states, particularly in the Global South that have a history of overcoming colonialism and racist imperialism, to now rise together to form a coalition of the willing to establish an armed protective force to stop Israel’s genocide of Palestinians and to implement UNGA resolution A/ES‑10/L.31/Rev.1 which demands that Israel end its "unlawful presence in the Occupied Palestinian Territory" by 18 September 2025.

To succeed, this armed protective force should be immediately established and deployed with a clear mandate to stop Israel’s genocide of Palestinians to:

  • Break the illegal Israeli siege of Gaza imposed via land, sea and air.

  • Impose a No-Fly Zone over Gaza and disarm all Israeli military infrastructure across Palestine.

  • Ensure the delivery of unrestricted humanitarian aid, including food, fuel, and medicine for all Palestinians in Gaza, including by providing armed protection to all civilian ships delivering aid en route to Gaza.

  • Establish a naval blockade of all Israeli ports to prevent any further shipment of arms, military fuel or supplies to Israel.

  • Protect Palestinian civilians from all further Israeli crimes, including settler violence and attempts at forcible transfer of Palestinians throughout Palestine.

  • Force all Israeli Occupation Forces and illegal settlers to immediately evacuate from Palestine as required by the International Court of Justice and UNGA.

  • Dismantle all Israeli occupation infrastructure, including checkpoints and the Wall, as required by the International Court of Justice and the UNGA.

  • Preserve evidence of Israeli crimes for the purpose of holding perpetrators to account.

  • Provide protective security to all Palestinians in the exercise and implementation of their right to self-determination and assist in the recovery and reconstruction of Gaza for the benefit of Palestinians.

CONCLUSION

At this historic juncture in world history, states must seize power by overcoming fears of US-Israel hegemony over world order, and instead embrace the opportunity to become champions to billions worldwide by stopping an ongoing extermination and rising with humanity in solidarity with Palestinians.

Let this letter serve as a final warning. If the United Nations and its Member States cannot or will not intervene to stop genocide, they will become morally and politically irrelevant to the global public. Then people will find — and are already building — solutions outside of this broken system.

The era of excuses is over. We are watching and will judge which states were complicit in the extermination of Palestinians and in the demolition of the international legal order, and which states will go down in history as having taken leadership to stop the genocide and helping build a better and safer world for all of humanity.
