Hague Group States Meet in Bogota: Fail on Military Intervention for Gaza
Over 30 states met in Bogota from 15-16th July 2025 to discuss emergency action to stop Israel's genocide of Palestinians. While positive measures were agreed, states failed to endorse a military intervention.


This week, the Hague Group of states pursuing accountability for Israel’s crimes in Gaza—met in Bogotá, Colombia. The summit came at a moment of extreme urgency, as the genocide in Gaza continues with horrifying speed. Yet despite surging global demand for states to undertake a military intervention, the group failed to agree on taking concrete steps to actually stop the slaughter.
We issued a call ahead of the meeting: the Hague Group must move beyond diplomacy and form a coalition to undertake a military intervention. Hundreds of Protect Palestine members emailed state representatives urging them to form a multinational protection force to physically stop the genocide. With 85% of Gaza under "red zone" orders and construction of concentration camps underway, our demand reflects the gravity of the situation—and the moral failure of the broader international community.
But the Bogotá summit did not meet the moment. While the group reaffirmed its commitment to international law and condemned Israel’s actions, it did not agree to any concrete measures to prevent further atrocities on the ground. The failure to act decisively has left many Palestinians and their supporters around the world deeply disappointed.
Despite this failure, we must also acknowledge and commend the leadership shown by Colombia, South Africa and other Hague Group states. Their willingness to stand for justice, often in the face of immense pressure, matters. South Africa’s case at the ICJ is historic, and Colombia’s hosting of this summit reflects a growing role in shaping a moral international agenda. Unlike many of the world’s powerful governments, who continue to support or enable Israel’s crimes, these nations have chosen conscience over complicity.
Still, for those of us witnessing genocide in real time, diplomatic language and legal strategy fall painfully short. Time is running out for Gaza. Children are dying of hunger, entire families are being wiped out, and international norms are being shredded. We need action.
Protect Palestine will continue to demand more. Our call for military intervention was not made lightly—it reflects the will of millions who believe that the world must not stand by while another genocide unfolds. The Hague Group has taken brave steps, but more must be done.
There is still hope. The movement for Palestinian liberation is growing. States are beginning to break ranks with Western impunity. And global civil society is louder, stronger, and more united than ever.
We cannot slow down. We urge all our members, supporters, and partners to keep pushing for a military intervention to stop the genocide until victory.
