Emergency Ministerial Meeting on Palestine

We applaud the leadership taken by the Hague Group, and Colombia and South Africa in particular. for convening a crucial emergency ministerial meeting on Palestine in Bogota, Colombia from 15-16yh July 2025.
This meeting provides a vital opportunity for states from around the world to form a coalition to conduct a mililtary intervention to stop Israel's genocide of Palestinians in Gaza, which is now the only realistic way of preventing the imminent extermination of the population.
We call upon members to email the states attending this meeting to urge them to use this occassion to agree to take military action break the siege to facilitate the free flow of humanitarian aid, enforce a no-fly zone over Gaza, disarm Israeli military infrastructure and ensure Israelis evacuate from Palestine as required by international law.
Below is a template email in both English and Spanish, as well as email addresses for 33 states that we understand will be attending the meeting in Bogota. Please take a moment to send an email from your own email account to help build confidence among states to take immediate and decisive action to end the Gaza genocide.

RE: MILITARY INTERVENTION TO STOP GAZA GENOCIDE
Thank you for your government’s continued engagement in the pursuit of justice for the Palestinian people, and for your participation in the emergency ministerial meeting on Palestine, co-convened by Colombia and South Africa. At this critical moment, your presence affirms a commitment to confronting one of the gravest crimes of our time, the ongoing genocide in Gaza.
As conditions in Gaza deteriorate beyond description, the international community faces a defining test. After more than 22 months of indiscriminate bombing, mass displacement, starvation, and the systematic targeting of hospitals, journalists, and humanitarian workers, Israel continues to exterminate the Palestinian people with impunity.
The International Court of Justice’s warnings have gone unheeded. Arms embargoes, sanctions, and diplomatic condemnations, though significant, have failed to stop the atrocities. We therefore urge your state to take bold, coordinated action at the Bogotá meeting: form a multinational coalition willing to intervene militarily to protect Gaza’s population and stop their extermination.
This call is not made lightly. But no other mechanism remains capable of halting the mass killing. Every day of inaction means more children buried under rubble, more families starved, and more irreversible harm to the Palestinian people as Israel now constructs concentration camps to complete its "final solution" of total extermination or expulsion.
Military intervention does not require UN Security Council approval especially when the Council is paralysed by the U.S. veto, shielding Israel from accountability. Nor must we wait for a General Assembly resolution. Under the Genocide Convention, states are not only permitted but legally obligated to prevent genocide. That obligation is immediate and unconditional.
This responsibility is reinforced by customary international law and the Responsibility to Protect (R2P) doctrine. International law is not a procedural barrier, it is a moral framework to prevent the annihilation of entire peoples. When all diplomatic avenues fail, protective force becomes both legitimate and necessary.
We propose that states at the Bogotá meeting lay the groundwork for a Protective Military Coalition, mandated to stop the genocide, protect civilians, and guarantee humanitarian access. This intervention must be time-bound, coordinated, and compliant with international humanitarian law. It must also be accompanied by diplomatic outreach to states across the Global South and North, seeking active support or non-obstruction.
Absent such action, the total destruction of Gaza, its people, culture, and history, is not only likely, but imminent. Symbolic resolutions and statements are no longer enough. Palestinians need real protection, not rhetoric. This is not only a Palestinian issue, it is a global moral emergency. The credibility of international law, the legitimacy of multilateralism, and the conscience of humanity itself are at stake.
We therefore urge you, as a representative of a principled state, to lead efforts to form a coalition ready to intervene, not in the name of war, but in the name of life.

It outlines the legal, humanitarian, and moral obligations upon states to act without delay. We invite you to review it ahead of the Bogotá meeting.

RE: INTERVENCIÓN MILITAR PARA DETENER EL GENOCIDIO EN GAZA
Gracias por el compromiso continuo de su Gobierno en la búsqueda de justicia para el pueblo palestino y por su participación en la reunión ministerial de emergencia sobre Palestina, convocada conjuntamente por Colombia y Sudáfrica. En este momento crítico, su presencia reafirma el compromiso de hacer frente a uno de los crímenes más graves de nuestro tiempo: el genocidio que se está produciendo en Gaza.
A medida que las condiciones en Gaza se deterioran más allá de lo imaginable, la comunidad internacional se enfrenta a una prueba decisiva. Tras más de 22 meses de bombardeos indiscriminados, desplazamientos masivos, hambrunas y ataques sistemáticos contra hospitales, periodistas y trabajadores humanitarios, Israel sigue exterminando al pueblo palestino con impunidad.
Las advertencias de la Corte Internacional de Justicia han sido ignoradas. Los embargos de armas, las sanciones y las condenas diplomáticas, aunque significativas, no han logrado detener las atrocidades. Por lo tanto, instamos a su Estado a que adopte medidas audaces y coordinadas en la reunión de Bogotá: formar una coalición multinacional dispuesta a intervenir militarmente para proteger a la población de Gaza y detener su exterminio.
Esta petición no se hace a la ligera. Pero no queda ningún otro mecanismo capaz de detener la matanza masiva. Cada día de inacción significa más niños enterrados bajo los escombros, más familias hambrientas y más daños irreversibles para el pueblo palestino, ya que Israel está construyendo campos de concentración para completar su «solución final» de exterminio total o expulsión.
La intervención militar no requiere la aprobación del Consejo de Seguridad de la ONU, especialmente cuando el Consejo está paralizado por el veto de Estados Unidos, que protege a Israel de rendir cuentas. Tampoco debemos esperar una resolución de la Asamblea General. En virtud de la Convención sobre el Genocidio, los Estados no solo están autorizados, sino que tienen la obligación legal de prevenir el genocidio. Esa obligación es inmediata e incondicional.
Esta responsabilidad se ve reforzada por el derecho internacional consuetudinario y la doctrina de la responsabilidad de proteger (R2P). El derecho internacional no es una barrera procedimental, sino un marco moral para prevenir la aniquilación de pueblos enteros. Cuando todas las vías diplomáticas fracasan, la fuerza protectora se vuelve legítima y necesaria.
Proponemos que los Estados presentes en la reunión de Bogotá sienten las bases para una coalición militar protectora, con el mandato de detener el genocidio, proteger a los civiles y garantizar el acceso humanitario. Esta intervención debe ser limitada en el tiempo, coordinada y conforme al derecho internacional humanitario. También debe ir acompañada de una labor diplomática con los Estados del Sur y del Norte, en busca de apoyo activo o de no obstrucción.
Sin tales medidas, la destrucción total de Gaza, su pueblo, su cultura y su historia no solo es probable, sino inminente. Las resoluciones y declaraciones simbólicas ya no son suficientes. Los palestinos necesitan protección real, no retórica. No se trata solo de un problema palestino, sino de una emergencia moral mundial. Están en juego la credibilidad del derecho internacional, la legitimidad del multilateralismo y la conciencia misma de la humanidad.
Por lo tanto, le instamos, como representante de un Estado con principios, a liderar los esfuerzos para formar una coalición dispuesta a intervenir, no en nombre de la guerra, sino en nombre de la vida.
Para su consideración, hemos preparado un informe titulado «Argumentos a favor de una intervención militar para detener el genocidio en Gaza», disponible en inglés y español. En él se describen las obligaciones legales, humanitarias y morales de los Estados de actuar sin demora. Le invitamos a que lo revise antes de la reunión de Bogotá.
